I'm not sure that is fair. Better, of course, would be to have the wherewithal on site as seemingly did the French and US admins (but who had the advantage of being much closer).

For the UK to have dispatched assistance by sea such that it would have had to pass through/experience the thick of the weather would not have been fabulously clever.

These, we are told, are hundred year events. Only the profligate would maintain specific resources ready for the 100 year event. They have to be marshalled from what is generally available . Contingency.

The saying is "Cometh the hour cometh the man" not "When the hour comes the man will be exhausted by the waiting".
