I did have this in the Quiz forum. However thought I would move it and see if any of the wider membership can come up with any answers.

Some years ago I purchased a job lot of cards and secreted amongst them where several of this chap.

What is the history behind the photo?

The only info I have is from the card.

Quote: Roger Bamber 1993 (Photographer) The Guardian - Submarine.

Bill Smith, a 62-year-old retired RAF Technical Officer, and Water Beetle, his home-made miniature submarine. He built it in his home, seen here, in Bognor Regis. It was on its way to do its sea trials in the Channel as its maiden voyage. See later pix of the actual trials where it performed a successful 80 ft dive and gained a place in the Guinness book of records in 1996 as the world's smallest fully functional submarine. It held this title for 12 years and was used for marine biology research and photography.
