The ounces were fully covered by 1oz, 2oz, 4oz, 8oz.
I was taught all permutations of Mum's scales just as soon as I learnt to read the numbers and add up - but you don't need any of that stuff...

Pic 1 - The 'candle holder' is the end of a voice tube and a whistle/bung would fit where the candle now rests.
I would guess that it is one of many commemorative pieces made by a Tiffy to present...
