Most of the chefs I served with did absolute wonders with the meagre allowances given to them to feed us, and other than one particular chef on a Minesweeper (he was actually the assistant chef...or the 'Cooks mate' and probably the laziest man on earth!) the standards of cleanliness in the galley (and the food that came out of them) were outstanding, I think unanimously they would have drawn the line at the idea of a cleanliness rating posted on the galley door though!
