Looks familiar, I’m sure I’ve seen it sometime, or something like it.
I would say that it is the head building for a railway tunnel ventilation shaft.
Got it - Junction of Clapham High street and Carpenters Place.

It is now an Underground Farm called ‘Growing Underground’ using a disused part of the LT system to grow produce hydroponically in artificial light conditions.
