You have various options which you can find online.
If you have separate antivirus from Defender running that could be a problem, I've found some versions don't like Malwarebytes full protection running.
However before any of that I'd try a full Update system reset. This usually sorts all update problems.
Go into Safe Mode.
Open an Administrators Command Prompt Window (you'll find that in the Start Menu under Windows System. Right click for More and select Run as Administrator.)
Navigate to Windows\System32.
Enter Dir So* and it should list a directory called SoftwareDistribution.
Enter Rename SoftwareDistribution SoftwareDistributionOLD
Enter Dir So* again just to check the renaming has occurred. (You can tap the up Arrow a couple of times to see your previous commands.)
Restart your computer.
Windows will now build a completely new SoftwareDistribution directory which is the full reset.
Then go to Windows Updates in the Action Centre and select Check for updates. It will take a while but it should find any outstanding updates and install them.
You can find a more detailed description of this online. I can put up screen shots if you like but it is pretty straightforward.
If all goes well you can then Delete the SoftwareDistributionOLD directory afterward.
