UK cellphone numbers (and pagers) are specific to the service provider applicable when the number was first issued.
The leading numbers - 07*** are 'routing' numbers similar to area codes on landlines.
If you have a full cellphone number then you can easily look up the provider, but it does not work if someone has changed provider and retained their number.
