This seems to have been an exercise that was unnecessary as two Canadian Pacific Railway vessels were converted successfully in WWI, Princess Irene and Princess Margaret. (Sadly Princess Irene blew up at Sheerness in 1915.) Other short sea vessels also converted during that war were Biarritz, Paris and Wahine. But then again, we are talking about Civil Servants here.
