If you mean the French speakers who are mainly in Quebec they are still Canadians although many would like to separate from Canada. They have had two referendums about this and it was voted to stay (many in the rest of Canada (ROC) hoped they would leave.
This a sore topic at the moment during a Federal election later this month. The citizens of Alberta are incensed the Quebec government vetoed the construction of a pipeline to transport their oil to tidewater causing massive layoffs in the oil sector. Instead, we import oil from countries that have human rights problems!!!!
There is resistance too from B.C. and again it is said this is causing dissension and court case after court case to stop the pipeline which we already have spent billions of dollars on being halted.
