I believe we are all aware that the cast iron cannon balls mounted on the triangular brass "monkey" on the deck would, with exposure to freezing temperatures, due to the difference in their thermal coefficient of expansion/contraction roll off the brass monkey. Hence the term "Cold enough to freeze the balls off a brass monkey".
The term "Cold enough to freeze the nuts off an iron bridge", however, is a completely different kettle of fish.
