The only confusion (which I doubt is the reason people are confused) is that Wales still operates under English Law. This is because when the Kingdom of England formed the UK with Scotland, legally Wales was certainly NOT a country.
However this has recently changed. Wales is now certainly a country.
Wales is one of the four countries that makes up the United Kingdom of Great Britain and Northern Ireland. Although Wales is a country, it is not a sovereign state and is therefore not a member of the UN.
Wales is governed by a devolved government officially known as the Government of Wales. It is headed by the First Minister of Wales. The government of Wales only handles matters on devolved issues while the government of the UK that is headed by the prime minister handles more complex issues."
