Yes Bob, it is used for laying floorboards.
Normally used as a pair. The teeth engage with the joist and the plate presses the edge of the board against the previous one laid while you nail it down. Think of it as a one sided joiner's cramp.
You also have a couple of carpenter's vices there - So chippy rather than engineer.
