Where in the world?

This tunnel is the only road to a town where the majority of the inhabitants live in one building.
Possibly the strangest cruise ship destination in the world.

Wow! I was literally miles away, I was looking at a Naval base, in France.
The blue sky, architecture, and French flag had me thinking possibly St Tropez.

#511 - The ship is SS Norway in NCL colours, The cranes are in anti collision colours, there are tugs in attendance.
From that I would guess Bremerhaven, being taken away under tow.
I can't quite work out where exactly so I might be wrong.
