On that ship they are 'Flotilla bands' to denote number of flotilla.
They used a code of colours, or none, but JFS does not tell me what 3 black bands were.

Bands on fwd funnel would be used to show Flotilla Leaders and Divisional Commanders.
JFS does tell me that Home Fleet were white; Med Fleet, red or black; China, black.
